Cat Lockman
President
Cat Lockman leverages more than twenty years of expertise in developing policy advocacy, program development and implementation in the United States and internationally. Most recently Cat was one of the key team members at the Global Peace Foundation who developed and secured U.S. Department of Homeland Security funding for the first U.S.-based community programs to counter extremist violence. As one of only 26 grantee organizations in the DHS program, Cat has been involved as a core team member in developing curriculum, working with partners and stakeholders including law enforcement and elected officials, and organizing the evaluation and monitoring of the project.
About Cat Lockman
In prior roles, Cat was an instrumental team member with Save Darfur/United to End genocide anti-genocide advocacy, as well as Women Thrive Worldwide in U.S. policy advocacy related to women’s global issues in international development. She also brings U.S. experience from a decade in Detroit where she managed significant Federal and major foundation portfolios. Cat has worked with funders and partners including various Federal agencies including the Dept. of Labor, Dept of State, Dept. of Homeland Security, Office of the New Jersey Attorney General, the Walter Rand Institute at Rutgers University, Ford Foundation, The William and Flora Hewlett Foundation, and the Bill and Melinda Gates Foundation in direct project funding and implementation, evaluation studies and public policy advocacy.
Cat holds a Bachelor of Science in Public Administration and Policy Analysis from Oakland University, recent professional credentials from Georgetown Law, Georgetown University, served as a mentor in the DME for Peace Design, Monitoring and Evaluation for Peacebuilding program in 2018/2019, and is a former fully licensed Morgan Stanley broker/dealer specializing in trusts, estates and endowments. Her management experience includes founding and managing multiple private consulting practices in addition to nonprofit leadership expertise.
Cat leads and manages Peace and Security Partners and works closely with her Board of Directors and advisory network to collaborate on strategic vision, direction and diversity of perspectives.
